Charging the transport infrastructure is one of the means of participation of users on construction, maintenance and repair of the transport infrastructure and external costs resulting from operation of vehicles. The modern trend prefers Electronic Fee Collection (EFC), which, compared to the current time system of collecting fees for using the road infrastructure, allows fair charging according to actually realised performance and enables protection of sensitive areas and urban centers by setting higher level of charges and thus redirecting transport outside those areas. There are several technologies of this selection, the Czech Republic utilises these two models – the German model is based on GPS and the Austrian model is based on DRSC. Selection of a particular model of electronic toll collection is a question of technology, user costs for acquisition of necessary equipment, recovery of costs for constructing the system and operating costs. It is important to determine optimal price for different categories of vehicles and the extent of charging road infrastructure. Infrastructure charging can be seen as resistance, which forces users to take advantage of the infrastructure and utilise all economic aspects of its use. The price for charging infrastructure (per 1km) must be acceptable for users to avoid major shift of transport performance to free infrastructure sections of lower class due to charging higher categories of roads, which would lead to greater economic and environmental damages, and, on the other hand, the system must be effective and deliver profit. To determine the optimal prices, scope and location of charged sections, the transport model of the Czech Republic was utilised, which was created in the framework of the research task of the Ministry of Transport of the Czech Republic no. S104 120 702 "Increasing Use Value of the Road Infrastructure". The model was processed in the environment of PTV VISION on the program VISUM. The model of the Czech Republic is a unique tool for analysing effects of adjusting price and extent of infrastructure charging. Outputs in PDF format:
