The basic objective of the projects was to apply evaluation of effects of individual transport modes on population and the environment in terms of transport financing and charging transport network users. The solution included in particular:
Model examples and the computer model create a tool for assessing investment projects in the field of road infrastructure. This project was the first of its type in the Czech Republic. Unfortunately, lack of financial support prevented its continuation, which would specify processed data not only for the Czech Republic, but also for EU and OECD.
The solution did not process all benefits of road transport by a quantifiable procedure, i.e. some benefits remained uncalculated. Despite this fact, the amount of revealed benefits is sufficient for questioning the theory about necessity of internalizing externalities. The developed tool enables assessing investments into the road network under following conditions:
For economic analyses, it should be noted that the work does not include tax and non-tax burden of road traffic (road taxes, excise taxes on fuels, highway permits, etc.). This burden (tens of billions per year) must be added to benefits in calculations of investment and operating costs. The created tool allows direct and exact assessment of benefits of road transport for society, without the requirement to present data to a team of experts in order to receive feedback. Such expert procedure has the following disadvantages:
Matching assessments, such as "Is it more important for me to breathe cleaner air or that human life was saved?" show inappropriateness of these methods.
