Evaluation of effects on sustainable development of the territory (VVURÚ), in accordance with the Annex 5 of the Ordinance No. 500/2006 on territorial analytical documentation and territorial planning documentation, as amended, including the Strategic Environmental Assessment (SEA), in accordance with the Annex 1 of the Act No. 183/2006 Coll. on territorial planning and building regulations (the Building Act) for drafting territorial plans of cities/municipalities, consisted of evaluation of effects of changing functional usage of localities proposed in the Master Plan on the environment and balance of individual pillars (economic, social and environmental), which characterize sustainable development of the territory. The specific feature of the project is size and importance of the city. In terms of the environment, the most significant characteristics include its location on a major watercourse of the Elbe river, topography of the terrain and diversity of individual localities of the territory, i.e. from small settlements of rural type to the city of regional importance. Development of the territory was complemented with trans-regional requirements on development of economic and social infrastructure, but also with needs of local impact.
